Paid Tax Return Preparers Must Register with the Internal Revenue Service

In Dec. 2009, the IRS published a report announcing that it intended to regulate paid tax return preparers who are not otherwise authorized to practice before the agency (unenrolled preparers).  Publication 4823, Return Preparer Review.  The purposes of this initiative are to increase tax compliance and to help ensure that tax return preparers are knowledgeable, skilled and ethical.
